Job Outline:

Working within Gwent Drug and Alcohol Service delivering the Gwent IRIS Service.  Responsible for the identification, triage, assessment, care planning and case management of substance misusers entering Gwent IRIS.  To provide  police custody suite and voluntary attendance scheme arrest referral services, statutory court rehabilitation requirements,  and assertive outreach services to substance misusers identified through contacts in Police custody, courts, prison or the community.  To manage and report on offenders who have statutory orders made by the Court for treatment of substance misuse under the Drug Rehabilitation, Alcohol Activity and Alcohol Treatment Requirements and those returning to Gwent from prison.

Key Responsibilities:

  • Engage with identified IRIS participants referred to the Service through the Criminal Justice System, including the provision of drug and alcohol arrest referral rota cover at Police Stations and Custody Suites, carry out Court liaison duties and Prison visits where required.
  • Carry out detailed personal and risk assessments against criteria, including statutory Required Assessments and Restriction on Bail and DRR/ATR and RAR court assessments in conjunction with the National Probation Service, and to develop an agreed recovery care-plan for all participants’ substance misuse and associated issues. You will have a duty of care to adhere to recovery plans and agreed change protocols with the client and other parties engaged in the recovery plan.
  • Support Gwent IRIS service users by promoting recovery through the provision of 1:1 and group work programmes, outreach visits and three way meetings with other professionals. To undertake activities to engage, motivate and retain/re-engage  IRIS service users  to reduce levels of drug dependency and recidivism
  • To provide reports to the Court and attend Court as required.
  • To notify probation services of attendance and non-compliance promptly for statutory service users as required.
  • To work with the GDAS healthcare team to assess suitability for clinical services, working concurrently with the team to reduce drug related deaths by promoting safe injecting, overdose prevention and the risk of blood borne diseases.
  • To undertake required drug tests following training and competency assessment.
  • During all contacts with Participants, consider relevance to child protection and any issues that may affect young people, and other vulnerable adults.
  • Support participants during transitional stage to Tier 1, 3 or 4 services and into/out of the Criminal Justice System.
  • Support access to Accommodation, ETE, Healthcare, Financial and Family/Relationship support services as necessary.
  • Ensure that all data records are completed, submitted and distributed in accordance with G4S Operational Policy utilising Palbase, Probation OASyS and Police NICHE systems, enabling the service to maximise positive outcomes for the participant.
  • To promote Gwent IRIS and GDAS services to service users, partner agencies and referral agencies through representation, attendance and participation in any meetings required.
  • Sustain required qualifications (which may include enhanced training) that enable continuous eligibility for the tasks within this job specification.
  • Work in partnership with external agencies.

 

In carrying out the above duties the post holder will:

  • Work flexibly across operational and contract sites (for example, police stations, courts and probation offices) as required. 
  • Work flexibly within an agreed number of hours of work to maintain the most appropriate level of service provision and include evening and weekend working rota patterns. 
  • Seek to improve personal performance, contribution, knowledge and skills.
  • Participate in appraisal, training and supervision processes.
  • Keep abreast of developments in services, legislation and practice relevant to the relevant client groups.
  • Ensure compliance with all G4S policies.
  • Contribute to maintaining safe systems of work and a safe environment.
  • Undertake other duties appropriate to the grade of the post.

The Ideal Candidate

Essential Skills

  • Knowledge of substance misuse and related issues.
  • Knowledge of local and national resources.
  • Knowledge of different approaches to working with substance misuse.
  • Good communication and interpersonal skills.
  • Good IT skills, report writing and note keeping.
  • An ability to work as part of a team.
  • A minimum of one year’s experience of delivering services to substance misusing individuals.
  • Prepared to work out of Gwent IRIS centre confines when required, including Police Station, arrest Referral, Court duties, probation and prison visits, home visits and at other GDAS IRIS centres.  The post will involve some evening and weekend working on the police station custody arrest referral rota.

 

Desirable Skills

  • Knowledge of working within the criminal justice system.
  • Substance misuse assessment skills.
  • Experience of liaising with other specialist and non-specialist agencies.
  • Experience of working in the criminal justice system.
  • Full driving licence and access to own transport with business class insurance is required.
  • Committed to promoting the Welsh language
