The successful candidate will manage the operation of the security intelligence systems and associated functions in line with HMP Birmingham Local Security Strategy.

Key Responsibilities

  • Analyse and evaluate intelligence information to support and inform decision making in the prevention of security breaches and management of incidents utilising Mercury and I2 databases. Where required, undertake further analysis on Intelligence Reports (IRs).
  • Regularly update line management regarding local security issues and any intelligence received.
  • Make sure that the Mercury security intelligence system is updated, maintained and used appropriately.
  • Check security information received, determine level of importance and recommend responses and solutions.
  • Report incidents as identified in PSI to IOU via PNOMIS and update those required when the information is available.
  • Ensure prisoners are appropriately identified as per LSS and PSI guidance as E List or Potential Category A List prisoners. Complete background checks and appropriate documentation and submitted to the Head of Security/Senior Security Managers. If placed on E List or Identified as Potential Category A, ensure all documentation in relation to their management is completed, actioned and issued to relevant individuals.
  • Liaise with other establishments, Law Enforcement groups and external agencies and to disseminate intelligence and IR information in line with local and national policies to maintain safety and security
  • Provide advice and guidance to the Security Manager on current trends and issues. This includes identifying and monitoring of targets under the local supply reduction policy and extremism policy.
  • Prepare Security Reports and Risk Assessments for Sentence planning, Parole, ROTL, Employment and Re-Categorisation Boards.
  • Ensure completion of PER’s and Risk Assessments for all prisoners attending Courts, escorts and bed watches, in an accurate and timely manner.
  • Monitor prisoner communications in line with relevant local/national policies, audit standards, LSS and the IOCCO requirements. To comply with the Public Protection procedures.  Identify prisoners, monitor communications and clear visitors for prisoners falling into R2CPA, SOA and HPA.
  • To manage and collate all documentation submitted for prisoners to be considered for closed visits and visitors banned as per Prison Service Instruction.  Prepare letters to inform prisoners and / or visitors if action is to be taken against them for signature by the Head of Security/Senior Security Manager.
  • Support the Establishment Corruption Prevention Manager in detecting staff ‘wrong doing’, preventing and detecting crime.
  • Act as point of contact for all SOA, R2CPA and HPA issues in the security department.
  • To comply with the Public Protection procedures.  Identify prisoners, monitor communications and clear visitors for prisoners falling into R2CPA, SOA and HPA.
  • Compile and keep up to date “subject profiles” on any Terrorism Act (TACT) prisoners, “problem profiles” and analytical reports on incidents or individuals. Compile and complete reports on TACT or Security Threat Group prisoners.
  • Complete Risk Assessments for escorts, prisoners work and activities.
  • Collate information on relevant Service Delivery Targets (SDTs)

The Ideal Candidate

Essential Skills

  • GCSE English & Maths or equivalent
  • IT literate, able to use Word, Excel and database software
  • A sound working knowledge of the National security framework
